Why don't people with snack dogs think they don't need to be trained?

So our 4 walk no reaction run ended today at a house near the tennis park. A snack dog inside a house pitched itself against the front window and Abb's couldn't help but be very interested. She lurched, I corrected we passed without further issue.

So I must rant... I really don't understand why there are so many snack dog owners don't think they need to train their dogs... I see this all the time, snacks pitchin' a fit, the humans just let the dogs behave badly. Sometimes they pick up the pitchin' fit snack... I just don't understand why it's ok for them and they look so appalled when Abby reacts ( & not even as bad as the snack).

We continued on and passed three dogs on the way back with no problem, still a good walk.

After our walk I was doing Abby nails and I didn't make her lie on her side, just put her in a down. She let me do her front nails without a fuss. She stood up so I decided to clip her rear nails while she was standing, she sat, went down and on to her side, just laid there letting me clip her nails. Amazing, the fog lifted today!
